Establishing Immediate and Unconditional Global Ceasefire and Commitment to Lasting Peace


Preamble

We, the undersigned nations, peoples, and organizations of the world, acknowledging the devastating human cost of ongoing violence and conflict, recognize the urgency of establishing an immediate and unconditional ceasefire across all theaters of war. This accord affirms the inherent dignity and rights of all people to live in peace, free from fear, oppression, and injustice.

In pursuit of a world where violence no longer dictates the future of humanity, we commit to immediate action toward restoring peace, securing justice, and fostering a future built on cooperation, compassion, and democracy.

Therefore, the undersigned parties hereby agree to the following provisions:


Article I: Immediate and Unconditional Global Ceasefire

  1. Ceasefire Implementation:

    • All parties engaged in armed conflicts, regardless of cause or justification, agree to an immediate, verifiable, and unconditional cessation of hostilities.

    • Ceasefire to take effect within 48 hours of the signing of this accord.

    • Armed forces on all sides will suspend all offensive military operations and maintain defensive positions.

  2. Verification of Ceasefire:

    • A joint United Nations Ceasefire Monitoring Task Force (UN-CMTF) shall be established to oversee, verify, and ensure compliance with the ceasefire.

    • Monitors will be deployed to all regions under ceasefire agreements within 7 days of this accord’s signing.


Article II: Resolution of the Israel-Gaza Conflict

  1. Withdrawal of Israeli Forces:

    • Israel agrees to a complete and unconditional withdrawal of all military forces from Gaza within 30 days of this accord’s signing.

    • A UN Peacekeeping Force will be deployed to Gaza to oversee the transition and ensure the safety of all civilians.

  2. Return of Hostages and Detainees:

    • Hamas shall unconditionally release all hostages held in Gaza within 72 hours of the ceasefire taking effect.

    • Israel shall release all Palestinian detainees held without due process or trial in accordance with international human rights standards.

  3. Humanitarian Access and Reconstruction:

    • Full humanitarian access to Gaza will be granted immediately, with priority on medical aid, shelter, and food distribution.

    • A joint international coalition shall oversee and fund the reconstruction of Gaza, with emphasis on restoring civilian infrastructure and public services.


Article III: Resolution of the Russia-Ukraine Conflict

  1. Withdrawal of Russian Forces:

    • Russia agrees to a full and unconditional withdrawal of all military forces from Ukrainian territory, returning to internationally recognized 2014 borders within 60 days of this accord’s signing.

  2. Return of Detained and Abducted Children:

    • Russia shall immediately return all Ukrainian children and civilians forcibly displaced or abducted during the conflict.

  3. Restoration of Ukrainian Sovereignty:

    • Ukraine’s sovereignty over its internationally recognized borders shall be restored and respected by all signatories.

    • A UN Task Force for Post-Conflict Restoration and Security (UN-TPRS) will oversee the safe reintegration of displaced populations and security transition.


Article IV: Free and Fair Elections Under International Supervision

  1. Elections in Gaza and the West Bank:

    • Within 24 months of this accord’s signing, free and fair elections will be held in Gaza and the West Bank under the supervision of international observers.

    • Elections will be open to all eligible voters, ensuring representation from all communities and political groups.

  2. Elections in Ukraine and Russia-Occupied Territories:

    • Within 24 months of this accord’s signing, free and fair elections will be conducted in all regions previously occupied by Russian forces, under the supervision of international electoral bodies.

  3. Elections in the Russian Federation:

    • Within 24 months of this accord’s signing, the Russian Federation shall hold free, fair, and transparent elections at all levels of government, including the presidential level.

    • These elections shall be conducted under the supervision of international observers, including representatives from the Organization for Security and Co-operation in Europe (OSCE), the United Nations, and other impartial international bodies to ensure adherence to democratic standards.

    • The Russian Federation commits to allowing full political participation by all opposition parties, the release of political prisoners, and the restoration of press freedom to create an open and just electoral process.

  4. Elections in the State of Israel:

    • Within 24 months of this accord’s signing, the State of Israel shall hold free, fair, and transparent elections with full and equal participation of all citizens, including Arab citizens and Palestinians under Israeli jurisdiction.

    • These elections shall be conducted under the supervision of international observers, including representatives from the United Nations, the European Union (EU), and other impartial bodies to ensure compliance with international democratic standards.

    • The State of Israel commits to ending discriminatory practices, ensuring equal representation in governance, and taking steps to address systemic inequalities in political participation.

  5. Election Monitoring and Certification:

    • A coalition of international observers, led by the United Nations, OSCE, EU, and the African Union (AU), will oversee and validate the electoral processes in Gaza, Ukraine, Russia, and Israel.

    • All parties agree to abide by the certification results of the monitoring bodies and implement any corrective measures recommended to ensure electoral integrity.


Article V: Accountability, Justice, and Reconciliation

  1. War Crimes and Atrocities Tribunal:

    • An independent International Tribunal for War Crimes and Atrocities (ITWCA) shall be established to investigate and prosecute those responsible for crimes against humanity committed during these conflicts.

    • All parties agree to cooperate fully with the tribunal and surrender any individuals indicted for war crimes.

  2. Restorative Justice for Victims:

    • Victims and survivors of violence shall be provided with pathways to seek justice, reparations, and restoration of dignity.


Article VI: Establishment of a Global Peace Fund

  1. Funding for Reconstruction and Reconciliation:

    • A Global Peace Fund (GPF) shall be established to support reconstruction efforts in affected regions and promote peace-building initiatives.

    • Funding shall be contributed by signatory nations proportionate to their GDP and military spending.

  2. Oversight and Transparency:

    • An independent oversight body will monitor the distribution and use of funds, ensuring equitable and corruption-free allocation.


Article VII: Commitment to Global Peace and Nonviolence

  1. Renunciation of Aggression:

    • All signatory nations commit to renounce violence as a means of resolving disputes and pledge adherence to the principles of peaceful negotiation and diplomacy.

  2. International Mediation Framework:

    • A permanent International Mediation Framework (IMF) will be established to preemptively address conflicts before they escalate into violence.


Article VIII: Implementation and Ratification

  1. Signing and Ratification:

    • This accord shall enter into force immediately upon signature by all relevant parties and ratification by respective governments and legislative bodies.

  2. Periodic Review and Compliance:

    • A Global Peace Council shall meet annually to review progress, ensure compliance, and adapt measures to changing geopolitical realities.


Final Declaration

We, the undersigned, commit ourselves to this path of peace, justice, and reconciliation.
May the chains of violence be broken, and may future generations inherit a world free from war.
